Is it just me, or do guild levels take way longer to earn that character levels?

I know that the ideal amount of active accounts in a guild for earning bonus renown is 6. In the guilds I've been in, the most active accounts in them at one time, not counting a Hardcore guild whose numbers were bloated such that no bonus renown was earned, was four.
