It's a major problem for cloth with just 50 MRR; but 100 MRR + Evasion works. I wish all armor types were uncapped on MRR for that reason and because even if uncapped, it's difficult to get much past 100.

IMHO, 100+Evasion is only matched or exceeded by using a Heavy Shield for the hidden 2xMRR bonus and using a Shield means you're not a DPS build; ie. 120+Medium is so much worse than 100+Evasion that it kills the build.

Neither MRR nor PRR matter much in Heroic; AC is King there. OP is talking about Feytwisted, too (L29 gear).

Which brings us to needing the feytwisted light armor. This means the OP is likely pushing the Winter set as a crutch to make up for otherwise too soft of characters. You should only need to run heavy winter on full tanks, on any other build I might run the 2pc set for the PRR but that doesn't require the chest piece which locks you out of a lot of other sets such as all the Sharn ones.
4 pcs Eminence of Winter: 30PRR, 30% healing amp, 10% HP. That's not a crutch. Those are some good bonuses on any character. Gotta try to offset those reaper penalties, and a few of my trappers need a few pieces of gear to keep trap skills above 115, I am slot-poor for EoW items--the chest pieces fit the bill quite nicely.
