Reaper item drop rates

Has anybody else notices a material drop in the rate for items with reaper bonuses?
My guild has been trying to get a reaper hat and spent many "Greater elixirs of Discovery" but very very few items are now dropping with a reaper bonus (never mind the hat bonus).
In previous months / years there was a reasonable drop of random reaper buffs on items (even though they might not be the one you were looking for)
Just wondered whether / why the rate might have been reduced - very frustrating

Don't expect a "whoopsie" message.

Been running every quest on reaper, for me the droprate of that reaper bonus was to low to set out and try to get every item with a reaper bonus.
But have not seen anything drop for a while now.

Drop rate seems a lot lower in last week or 2 for me unless I was just lucky before ... for a long time
