What is a PC with a Glowing Symbol above his/her Head?

Sorry, I tried looking this up in the wiki, but I'm not even sure what to call it.

I saw a PC (okay, 80% sure is was a PC) wandering around in a public area with a glowing gold symbol above her head, similar to the way NPC quest-givers have a gold chalice above their heads. The new symbol was a circle with what looked to me like a pair of human profiles from the shoulder up, with one partially overlaying the other.

What does this mean?
