Possibly sanction related since Xsolla was a Russian company with a Russian owner? Or maybe Xsolla is down for maintenance

I had the exact same problem. In my case the following solved the problem (or bypassed) and was able to make purchase.

1 delete all the payment info like credit cards.

2 then make purchase and choose PayPal as
Your method and buy

3 done as if there had been no problem
