Last time there was like a 2 year gap between their initial introduction and being available on the store again
Needless to say I jumped and got all my upgrades done after waiting that long. Good luck on getting it to reappear again.

I'd imagine if it doesn't turn up during the next few weeks of the Anniversary Event period, it'll be with the upcoming Expansion, almost like last time it appeared.

The problem is that only one was given during the expansion. Then it came to store only during a limited time. IIRC, they said it would be available in the store at a later date, but never heard it would be limited as it has.

As we've gone past the Anniversary Event period and still no sign of it, I imagine it'll be made available (possibly permanently) during/after (after a week or two after something bad happens from a bad patch etc) the next Expansion slated for this quarter, which also raises the Level Cap.
