    Default Change Shadar-Kai Displacement to Toggle or Make Permanent

    The Shadar-Kai ability Displacement costs 0 sp and has a cooldown of 2 seconds. Why not just make it a toggle?

    I'd suggest making it always on, but seeing as Feydark Illusionist has it perma on tier 5, a toggle would be an acceptable compromise.
