In the case of a Universal +2, I'd expect that to be never, because that would enable the capping of two enhancement trees.

Capstones are great and all but hardly game changing. Getting two wouldn't be that noticeable, especially at cap. Say you took any two universal trees that give +2 to all ability scores. That's +4. Meh. +2 to all skills for ALL your points? Laughable.

Oh, don't get me wrong, I agree it wouldn't be that big of a deal power-wise, even if it was a capped class tree and a capped universal tree, which is more what I was imagining ... I still don't think it'll happen.

But in the event it ever does, we can revisit this thread and you can have a good scoff at my lack of foresight

a +2 to all stats indicates a free heroic completionist without burning up a feat slot. That's actually pretty good at heroic levels, but meh at level 20+.
