RED and GREEN pixels covering screen

Is there a fix for this issue?
Running a gtx 2080 super gpu on a newer computer and see red pixels all over the screen. Did a Google search and some said years ago to disable the stencil shadows and environmental shadows and both have been done but the pixels persist and are now green

That sounds like bad hardware or a driver issue
