May have seen an instance of this - a guildmate had a disconnect during a fall from a tower, his party got a death message for him but when he reconnected he was alive outside the quest.

Halflings and gnomes have the same rights as every other race- only smaller. Same for their lefts.
In fact, Halflings have a distinct advantage in one area: they plump when you cook them.
