Please Fix Pet Collars. Druid has been around for 9 years and collars still broken

The dog is so underpowered and useless, the least I was hoping for was that I could at least use it for low levels on a caster druid with 8 strength.

I get a double augment handwraps and craft it into a collar.

I craft:
2d6 holy damage
2d6 bludgeon damage

Tested on dummy, only base damage, no effects.
Was this like this since the beginning?

Why isn't it in the Todo list of the Devs?
