Why a Reincarnation time for LR???

Is this working as intended? I understand timers on TR and IconicR, but why on earth is the LR on a timer now??

I lost my tome bonuses upon LR and customer service has not answered. The inherent bonuses showed up after relog, but I lost skill points and want to redo the process. It's apparently too much to ask for a replacement for my heart, so I bought another only to be blocked by a timer. What is the logic behind putting LR on a timer, especially when SSG doesn't make good on their errors??

Because +20 hearts don't sell well (on those occasions when they are available). So one way to increase that is making people having multiple +1/+3/+5 hearts from other sources/events/giveaways to suffer.
