Firestorm greaves, u51

(update) So idk what happened but he started spawning now. So I guess its fixed.

So ive been trying to farm for the firestorm greaves in the sands slayer. I knew it was difficult to get some items from the chest, however, I have re-started the instance 65 times (and counted) and the rare to DROP the chest has yet to spawn, Eruff is either on vacation for u51 or is disabled still. So I wanted to ask if anyone knew for sure if he was disabled or if I am just so unlucky I should buy a lottery ticket?
