Inherent fate point/ inherent racial action points/universal enchament points

Been gone a bit and the store is confusing me so hoping someone can clear things up.

Inherent Fate and racial action points. What is the max and how do you get them?

I currently have +2 racial action points inherent and +3 inherent fate points....but I haven't used my historical fate point so that would take it to 4.

Is that the max? Is there ways to get others?

I only ask because I open the store and it has both Racial and universal enhancement points purchasable but I thought I was maxxed. I haven't tested buying it because I dont want a worthless tome.

I only show 1 in my enhancement option...is that the max? If not where do you get the additional ones?

The historic isn't a fate point, it's a full destiny point. The various tomes bonuses you can get are:
+2 racial
+3 fate
+1 destiny point (historic)
+1 destiny point (feywild)
+1 universal
