Shintao/Light Monk finishers appear to be all broken

I have not been able to activate any of the Light Monk buffing finishers since Update 51.

Blur, anti-stun, SP conserving, save-boost...none appear to be buffing.

Verified that any items that would give a similar boost and null the finisher were off.

Only Healing Ki, both the vampiric hit and the finisher activation, appear to be working.

Tested with a L9 Shintao (Syncletica). A test with a L22 Ninja Spy and their offensive finishers that paralyze, silence and the like were all working as expected.

Would anyone test out their Light Monks and see what you're seeing?
