At this point I really hope we get a 4th preview
1) Shadowdancer is likely to make significant change to how their epic strikes work
2) Exalted Angel epic moment is fairly complex and never been tested.
3) legendary Dreadnought is making significant changes as well
4) Unyielding Sentinel has multiple bugs making testing of it problematic
5) Shriradi champion is likely to have its power reduced. ( better now than after it goes live )
6) The epic strikes of Exalted Angel and Primal avatar have significant flaws.
And there are probably others I've missed. This update isn't properly cooked yet.
Currently, arcane blast gives you one stack per target hit. Tsunami, also gives one stack per target hit (probably not intended to proc with tsunami, but still). When dealing with large groups, it's common to get to full stacks of MoK with those two after a few groups. So I don't think if arcane tempest were to proc MoK on every target hit would be too excessive. It would be just similar to what arcane blast already does, but with ticks.
That mechanic of whether it procs per target or per spell might also be tied to the type of proc and not the spell itself. Tsunami which procs both MoK and empyrean magic (yeah), procs MoK for every target hit, but only procs one stack of empyrean.

This preview is incomplete. Too much has not been changed since preview II.
I've got no issue with them taking the time to get things Improved and issuing a meaningful preview we can actually comment on beyond regurgitation of previous comments because nothing changed,.even if it means a week or two delay. It seems to me though that someone else has. That's wholly unacceptable.
this is all well and good but wondering why the other long standing problems with warlock abilities aren't being addressed?
It would be nice to have the issues with consume and stricken worked out like when you clearly hit a mob with either of them with nothing impeding the blast (terrain, breakables, tables, pillars etc.) but the mob takes no damage.
Then there is the issue of when stricken /consume does damage the mob the next blast when using cone shape doesn't hit them until the player character moves.
Or the issue with cone shape being toggled on toggles off auto attack or sometimes not hitting mobs within point blank range.
I've played thousands of hours as a warlock and it's little things like these that Pi$$ the F%#& out of me on a daily basis. it would be nice to see some video evidence that the dev's actually play warlock on live servers but thats prolly like asking them to walk on water. So I would refute Severlin's statement from last December's Q&A where he said "warlocks are too good already" by saying that warlock's certainly dont do 125k hits like rogue/ranger builds with hunts end, we cant even get some of our core abilities to work properly. Warlocks are clearly on the low end of the spectrum of "being too good."

Hmm, i havent noticed that one in particular. not denying what youre saying is true cuz it does make sense if the others are broken that this would be too. I just TR'd my Main yesterday so ill have to go test it on an epic toon. Are you noticing it more after casting stricken or more after casting consume or in equal measure? reason i ask that is because i see stricken not hitting mobs more often than consume not hitting mobs. i had it happen to me 4x while running Durk's got a secret in the harbor just a bit ago.

If i hit consume then stricken and I don't do anything for the next 3 seconds then wave will work but if I hit them Without pause wave deals no damage. I also do no damage with cone as you described. Since I noticed this years ago I usually always start off with wave first so no issue but when I don't it's no damage with cone/wave for a few seconds. I have bug reported it a few times and mentioned it on the weekly Wednesday livestream but never got a response.

The problem is specific to hitting stricken not consume. If you do stricken -> consume -> eldritch wave it works. consume -> stricken -> eldritch wave (does not). Granted I think you lose the first tick of consume still, but its better than whiffing eldritch wave. Still its all moot, there's no room for warlock post update imo.
*shrug* Except for the profits they made from the initial sales of Warlock, it sometimes feel like they regret adding them to the game. But there is room for warlock for new(er) players doing anything less than the top difficulties. Warlock is still very fun in heroics too. Maybe what we need is an epic tree all about auras, paladin auras, bard atmosphere, eldritch aura, healing aura, no that's a silly thought but I can just imagine a character in PnP "My very prescience demoralizes my enemies and galvanizes my allies! Bask in my awesomeness, all shall love me and despair!" Whoops that character's already written. ;p
