Too low for lengendary xp

the lvl 30s not getting xp for lvl 30 quests was fixed a few weeks ago...

Base level of the quest has to be 30. A lvl 28-29 quest on elite is not a lvl 30 quest.

But yeah, I agree it is dumb. XP should be XP.

Yeah. Doing sub30 when you're L29+ isn't quite counter-productive, but it would be as bad as earning heroic XP numbers when you can do epics at L20 (assuming it was possible).

If folks want to peck away at leveling that way, let 'em. Slower leveling does not hurt the game. Quite the contrary. It extends the life of the game for those playing in that way.
