this has bothered me for a long time, posting years too late but better late than never.
the suggested change is indeed hugely small and also totally useless, mechanically speaking, i guess it's just something that was forced, i guess, in another ddo era along with e.g. paid wheloon wilderness fast travel. i'm saying this because i can't make any sense out of it. the wild fast travel cost, it is sad as sad could be, but at leat has a purpose, sort of.
but not-mechanically speaking, what i want to point out is different, it makes the company, in my humble opinion, looking really bad for no reason to, i don't think it is profitable at all to have such weird in-quest astral shard paid option :
the small change suggestion is to simply remove this dialog option, or change it in whatever way removing the astral shard paid "result". even if no player, realistically speaking, give a **** about this, really, no one.
i call it weird for multiple reasons. first of all, it's really sad in principle some in-quest paid option. second, it shows how detatched from the game and oblivious to its mechanics was whoever put this in. umd is a fairly common skill to have, someone in the party will have it, and many parties will have trapper and if this is the case the party will try to fail the check on purpose to get trapping xp bonus. putting all of this together, the idea of paying astral shards for something like that is alien-like and it just serving the purpose of contributing to make the game\company look bad and cash grabby with the saddest pettiest ways of doing it without shame. if i am wrong and in the years the players spent an unordinate amount of shards\money on this, you will probably have your metrics\stats, please ignore me and label this as just another rant of mine. actually this is just another rant of mine anyway meh.
