Such little population being sparse across so many servers is very detrimental to the development of a compelling community. Those who enjoy playing solo will stay, but I think most enjoy interacting with other humans otherwise they would not be on a mmo in the first place. Merging servers is not easy, but it should be a priority over releasing new content. Help people find a nice group of friends to run raids or harder content with and they will stick to the game for sure.
