When trying to balance numbers there needs to be some sort of baseline of what numbers are expected to be achievable at each lvl and what the range is between the reasonable min and max values and how those expectations compare between different lvls.

This would be nice to know for those of us who are not super hardcore elite players to know what we should be aiming for. For example, I tried that quest in the harbor to recover a gem from kobolds without killing kobold priests, and even when highly over lvl, my sleep spells rarely worked. Is that because there is a bug, or because my DCs are significantly lower than expected? No idea bevause I don't know wjat the expected DCs are for that lvl.

This is also useful for feedback writing players, who might notice if the expected numbers are way off.

It also let's us know if the game suffers from the same number issues as the tt version. The range from bad to great went from small to big in 20 lvls, and ddo has expanded the lvl range greatly, which might explain things if they didn't solve the number range issue.
