Commendations for Tokens!

I worked last night, but:

"Commendations of Heroism can now be turned in for Greater Tokens of the Twelve on a one to one (1:1) basis by speaking to Lahar in The Twelve."

In addition to the crafting/upgrade benefits, doesn't that make Heroic/Racial reincarnating all but free?
Run one quest on HE and one easily receives more than 20 commendations - > 20 Greater Tokens -> 20 Tokens -> at least one Heart.

If I am not brain dead this morning, this is a nice gesture for those who don't already have 100's of tokens (and thousands of commendations).

You are reading it wrong. Its "Commendations of Heroism", not "Commendations of Valor". "Commendations of Heroism" only drops in two raids: Caught in the Web (EE guaranteed drop) and Fall of Truth; whereas only "Commendations of Valor" drop in quests.

Its the same "bits" that your characters used to upgrade the Relic weapons from Caught in the Web. These do not come easily.

Well, as for Tokens of the Twelve and free reincarnations. They are anyways. Just run that "Market Barracks" quest in the marketplace, put sign up for "free xp, piking welcome, pass tokens to <charname>". You'll have enough in an hour or two.

How do you pass tokens that are bound to character to another player? I have seen several people say people will pass you tokens but I don't understand how that would work. Thanks for any help!

Pass them within the end chest if they drop for you

Before looting them you can assign them to some one else, just like most other BTA or BTC gear in a chest (does not work for guild renown)

It'd be real nice if you could trade CoVs for regular Tokens too - even like 1000:1

Because yeah, there's not a whole lot CoVs are useful for anymore, except for Epic Hearts, but those you can farm with Seeds so quickly anyway.
