This would already be solved if the nebula fragment wasn't so stupid rare.

Wasn't there a thing with the mimic hunt that as you loot chests without getting one, your chance of the next chest being a mimic increases & the chance decreases if you get multiple relatively quickly? maybe something similar is being used here?

It's probably more like the Master's Blitz problem. A 10% chance of something happening sounds like it should be 1 in 10 hits and you could easily keep a blitz up forever, but in reality you can go for multiple hundreds of hits and never get another stack.

In the case of the nebula fragment it's probably closer to 1 in 1000, which could easily translate into tens of thousands of chests looted with it never dropping for you.

If they didn't hate people with craptacular loot luck like me so much, they'd let you trade in 100 star fragments for a nebula fragment so we'd at least have a chance at it.

Over the years I have rolled many more 1s than 100s in the daily loot rolls, their RNG is biased.

I suspect, but do not know, like the some other quest lines, after so many completion of the SSS saga, you will have a choice of a nebula fragment, that would be the most logical thing.

and it is a lot of work just to get back some reaper bonus, I would guess it is even better and makes your chosen piece of equipment Star Twisted like Fey Twisted and boots the stats a bit above their current levels to be in line with choice Sharn loots.

I know it seems presumptuous at the moment, but if or when we are faced to acquire two nebula fragments will people require more than one or is one all anyone needs since you can continuously create star fragment frames? Meaning, when you cash in a completed frame will you also need to give Lahar the nebula fragment? Neither I or my guildies want to be more greedy than we already are!

Running all quests for max favor is one way to find out where they drop. Even then, it may not be a 100% drop rate for people with the frame in their inventory.

I know this is probably a lame suggestion, but the only "shards of power" I can think of are the shards of power you use crafting greensteel?

Like; it was also my assumption that that's how it would work but I'm second guessing it now - we know they have that tech for 'dialogues with npcs' (e.g. quest givers for shield of legend, etc).

No idea. But before Saltmarsh there wasn't tech to Search for a hidden key or lever, but now there is.

Only 250 Nebula Fragments will be needed to make a truly Legendary Sword of Shadows - one that isn't cosmetic.
