As far as I know there are no changes to the weapon procs. The stats will likely be reduced from 15 to 13. I actually use LGS except vacuum since I get vulnerability from soul eater.
Ash is the best off-hand for debuffing mrr which will provide the max dps boost for a casting warlock.
Salt is the best for dealing with mobs as it has a high proc rate and slows mobs an incredible 95% so it's fantastic cc when nothing else works - and better yet has no save. It also catches high-save enemies and champions.
Ooze and Dust are primarily for grouping/raiding as there is usually communication in raids about which debuffs players have. If there are 6 martial builds in the raid and nobody has dust - dust will be a bigger benefit to the group than ash because martial do much more dps and the # of people impacted.
If I was going to priortize crafting lgs off-hands, my priority for a warlock would be
1) Salt
2) Ash
3) Ooze
4) Dust
If you don't have vulnerability procs from soul eater vacuum is also a consideration and would be more important than ooze and dust. I have never dived into figuring out if ash>vacuum or vice versa since I get vulnerability automatically in soul eater. For an ES build it probably depends on the actual MRR of the boss.
If you have multiple lgs you can do some swapping and potentially get multiple benefits. I don't do that on my warlock but alot of dedicated debuffers do.
