Default not enough room in your inventory when trying to load a crossbow from quiver?

I've got an odd issue that just started to happen. Holding a crossbow, bolt slot is empty, bolts in worn quiver, plenty of open spaces in my backpack, click to fire crossbow usually loads bolts from quiver, instead I'm getting an error "There is not enough room in your inventory."

    Anyone else seen this issue?

Is the quiver locked? I seem to recall locked quivers don't always seem to work properly in some circumstances.

Thank you for the suggestions, I checked both of them.

    I am not encumbered.
    The quiver was not locked.
I also tried another quiver, same results.
I switch to a longbow instead of crossbow. Arrows loaded just fine, so it appears to be a crossbow issue.

    Ok, found it.

    Dual wield crossbow inquisiter -
crossbow in one hand, the other hand empty, bolts will load from quiver as expected.
crossbow in one hand, runearm in the other, There is not enough room in my inventory

There appears to be more to it.
My level 30 pure arti inquisitor can dual wield and hold a rune arm and load bolts from a quiver just fine.
My level 10 pure arti inquisitor cannot load bolts from a quiver while holding a rune arm.
    I'll keep testing.

regular plain bolts or summoned bolts or flame bolts? Does the problem persist if you switch ammo?

It can also be that the bolts themselves are locked.
Would not know how you'd get those into your quiver.

Another option you could try is to free up your first inventory space.

bolts don't appear to matter. I've tried +1 bolts found in a chest, reptile bane that were traded from collectables to the kobold in the harbor, and +1 cannith crafted acid bolts
I emptied the entire first page of the backpack space and it still would not load bolts
I reset my enhancements for inquisitor and could not load bolts, I then reset all trees and could not load bolts. So it is not inquisitor or anything enhancement based.

If I completely empty my quiver (I'm still wearing the quiver and runearm) I can load bolts from my backpack just fine.
If I put even 1 bolt in my quiver, I'm unable to load bolts, I get the message that my inventory is full.

Currently the way I'm making this work is I have three types of crafted ARROWS in my quiver (I'm using the quiver of alacrity for the run speed which hold 3 types) so I have no bolts in my quiver. I can then wear the quiver and the runearm and have my bolts in my backpack. This setup is loading the bolts just fine. It's screwy, but it works. Kinda.

Here is a video of the error and samples of the troubleshooting:

try putting the quiver in a bank slot and take it back out, relog, and see if it continues.

    Short version:
    Solved!

    Longer version:
I've been either a wizard or warlock for the past 20+ lives while I work on racial past lives. I'm typically holding two caster sticks in my hands and I've been using two Echo of the Sunblade cosmetics. For a change of pace I decided to try arti this life but still threw the sunblade cosmetics in the slots because, well, that's where they go. I'm holding a crossbow so they don't show up. No biggie.
While trying to figure this issue out I realize that if I empty my cosmetic slots the bolts load as expected. Apparently filling both cosmetic slots with melee weapons and having both hands full (crossbow and rune arm) is a problem, this is not an issue for longbow/shortbow (I'm guessing because I have a free hand).
