Default Force damage and MRR - quick clarification

Force damage ignores MRR, and it's a big component of HW. There's also a big reduction in mob MRR with the rebalance, plus more ways to debuff MRR coming in U51 add presumably beyond

Which begs the question - does Force (and Untyped) ignore negative MRR too?

If it ignores MRR, why would it start caring when MRR went negative?

    Yes.
We don't only build for the builds that exist.
We don't only build for the builds that are good right now.

The fact that some changes are necessary is not diminished by the fact that other necessary changes have not happened yet.

Because negative MRR is handled differently than positive MRR. Which, plausibly, might've meant that Force/Untyped can be treated differently too. There are other examples in the game where things that ignore a penalty still get a corresponding bonus.
