It seems that Beatrice has run away through one of the portals in Witch Hunt. Does she completely leave the area through the portals meaning the quest can no longer be completed?

No, it just teleports her to another part of the map. You'll have to run around to find her. Her dot will not appear if she's not in an area you previously uncovered. Incidentally, if you don't chase her (just let her run away, range her, have her run back to you, beat her up, rinse, repeat) she won't use the portals at all.

Placing banners in front of and behind portals and clicking on the portals, nothing works to complete the optional objectives to secure the portals, as no wild huntsmen are summoned upon placing them or clicking on the portals. She still just runs through a portal with banners around it.

this, don't chase her, make her chase you. when she runs away, range aggro her and let her come back to you. this way she'll never be near a portal.

That's all well and good, but how do you get the banners to work?

Prior to U51 when I last ran it, standing inside the portal arch itself and using the banner would summon the banner and hire hand that way and it would count for having that portal covered.

I am unsure if this still works like this because I have not ran it after U51 released and I am aware of the bug that was introduced where many effect and spells (which the banner would be included as one of, potentially) are not working properly or not being correctly registered in game, so that may be related to why it's not working if the above method doesn't help.
