TWF is not in a good place right now. I think you're better off with a 18 Wiz/2 Rogue. Then use Quarterstaffs and THF. You get enough Feats as a Wizard to get THF/ITHF/Improved Crit/Swords to Plowshares/Precision, and Maximize, Empower, Heighten, and other Metamagics.
Make an 18/2 Wizard/Rogue.
Put max points into INT, followed by CON and DEX.
Take rogue at 1 and 10. You should have enough skill points to keep your trapping skills fairly maxed - by 20 your search, disable and open lock should all be 23. Try to keep spot up there too.
You'll get enough feats to take most of what you want. Combat style is up to you - they keep changing things around so what is flavour of the month now might be different next update... You can do TWF if that's what you want, but the best might be either THF or SWF plus use an orb in the off-hand. Either way, take the full line plus improved crit at 18. Take insightful reflexes. The rest mostly wizard feats like maximize, extend, etc.
Split your class trees between pale master and EK. Make sure to take the spells death aura and negative energy burst when you can. (They are rares and you can't buy scrolls for them). When you get death aura take an undead form - I recommend wraith but vampire or lich can work too.
Take all the obvious EK enhancements, along with the cores. How much to invest in each tree, and which T5 to take is up to you. Remember you can easily reset enhancement trees anyway.

It's a fun and flexible build, good for solo as you can trap, self heal, insta-kill and melee. Have fun!

I presume that's supposed to be parsed as "(TWF/Trap Monkey) OR (Beginner OP Mage)" so for the first build Tempest Trapmonkey and for the second pure sorcerer.

I second Unbongwah's suggestions. A tempest ranger with 1 level of Rogue and 1 level of Barbarian is solid. With the changes to Bows from Update 49, it should be even better. You will have a TWF Tempest (TWF build that has Strikethrough and AOE), + Long range sustained DPS that Ranger didn't have before
A pure Sorcerer or a 18 Wiz, 2 Rogue are also solid choices. A pure Human Sorc might be a little squishy. A Wiz Rogue excels at melee hybrid caster at early levels, then excels as full Pale Master from level 12 onwards.
Another option for OP Mage is Bard. Right now, I am playing a Spellsinger Bard but I am still only level 6, but I heard it is pretty solid in heroics.
So the spellsinger Bard. You can go pure or splash 2 rogue. I am currently splashing 2 rogue, but you can't get Mage Feats (Metamagic feats) at level 1, so leveling will be slow at low levels.
If you go pure Bard:
Human:
Level 1 feats: Maximize, Quicken
Level 3 feat: Empower
Enhancements:
Sonic Blast SLA
Shout SLA
Spells:
Soundburst
Spell rotation:
1: Soundburst
2: Sonic Blast SLA
3: Shout SLA
At level 3, you will have so much firepower and you only need to boost your Sonic spellpower and spell crit, and positive spellpower for your heals.
If you have Inquisitive tree, you can also use 4 enhancement points to get Conjure arrows and Dual Shooter, then have your spellpower in your Ring slot, neck slot, or Gloves slot.
Even with Zero Ranged feats, Dual Shooter will give good DPS at low levels.
If you have Feydark Illusionist, just wait til about level 7 or 8 and you can have enough enhancement points for Charisma to Hit and Damage.
But if you don't have these trees, you will still be strong even without doing any weapon attacking, or just swing a regular weapon to finish off mobs.

If you want an arcane caster who can also do traps, wizard is far better than sorcerer, since being INT-based means lots of skill points which you'll need to max out your trap skills plus your caster DPS skills. See the Pale Trapper and slarden's DG Illusionist threads for examples.
I suppose rogue / Alchemist is also an option but Alchemist is a P2P class. I've never run one before and Alchemist casters got nerfed recently in the U48.4 spell overhaul, so I'll let someone else comment on their viability.
