Razorclaw is much better at low levels, because the amount of damage per hit that you're doing is very low; +3 is a very large % increase. Later, I'd guess starting around level ~10 for most builds, doublestrike becomes better because the +3 damage becomes a smaller and smaller % increase in your damage while doublestrike stays the same. This also gets you closer to the 100% cap (effective cap, can go higher but only up to 100% will affect you) which is very good at level 30.
My very quick rough estimate calculation (so possibly prone to errors) is that, assuming your not going to hit the doublestrike cap, if your base damage is more than 50 + 1/2 your doublestrike than adding more doublsestrike is better.
So for example if you already had 10% doublestrike then, as long as your average base damage is more than 55, you will be better off using the scourge past life.
Depends for me, speaking only from being at cap...
RC seems better if you're already hitting the DS cap, or if you need the +3 attack to get to the threshold where you miss only on a 1.
The Scourge 6% DS seems a lot more compelling now after the U49 changes to mechanics coupling DS closer to damage, particularly adrenaline, and where you're not easily hitting or at the 100% DS cap anyway.
Personally I, somewhat reluctantly, switched to Scourge from RC after U49, and find that's working out for me. YMMV.
