I will update the OP to clarify that this is a reference post.
However, since you asked kindly, here is some explanation. The role of the build at endgame is to be a survivable healer that can trap and do some damage.
The build in the OP is similar to a prototype that I played to 30 using a Purple Dragon Knight, and I have also played it to level 23 as a Bladeforged following the intent of the OP.
Both the Bladeforged and PDK were difficult to level through heroics.
I started out with six levels of Artificer and Alchemist and three levels of Paladin so that it would have the same five mass cure SLAs it would have at endgame. This way it was able to function as a healer. Style of play as a healer involves repeated cycles of the five mass cure SLAs, targeting appropriately and clicking on each one as they come out of cooldown. Since these are SLAs, the build has nearly endless healing.
Once you reach epics and max the Draconic Incarnation destiny, the build really begins to shine. It functions as a healer, protector, trapper, and destroyer. The build uses Energy Burst, Dragon Breath, and Energy Vortex with an occasional Flyby Attack. It has good defenses, and as a protector, it can pull enemies away from more vulnerable players when necessary using intimidation.
The second build (the one in the first reply to the OP) was designed partly to fix the heroic leveling problem. However, it is theory-crafting at this time (involving some extrapolation from experience). It is based on CHA rather than INT so that Feydark Illusionist shadowblades and SLAs can be used for leveling while using spell focus: illusion feats rather than evocation. These two spell-focus feats would then be swapped out for evocation when the character reaches epics.
Through testing on a 6-bard variation of The Everything Build, I saw first-hand how shadowblades are incredibly cheap in terms of AP but great for heroic leveling, and they are even great in a circumstantial way in epics though they require forgoing a sentient weapon. The SLAs from the Draconic destiny have lengthy cooldowns. With shadowblades, the Draconic SLAs can be peppered into ongoing melee without just sitting there for a cooldown. However, the blades are probably best on the build overall in Fatesinger.
