Monster Manual confusion

In terms of Monster Manuals, the DDO Wiki says that all players get the Prologue for free, upgrading to a Premium account gives you Volume 1 of the Monster Manual for free, and all Volumes are available for free to VIPs.

Yet, in the DDO Store, one of the things for sale on my end is Volume 1.

When I took a break from the game that lasted years, I forgot that I apparently bought Volumes 2 and 3.

The important part is this: Why is Volume 1 for sale even though Premium accounts get it for free?
