Negative Energy Burst

Pale Masters wearing spell absorption items don't get the heal from Negative Energy Burst until the item is depleted.
This has been an issue for quite some time as even without a spell absorption item on Negative Energy Burst doesn't land 1/3 of the time.
As a pale master that runs in a group of mostly pale masters, this inability to land a Negative Energy Burst is very frustrating.
Not last week I threw a burst three times consecutively and got nothing but air and I wasn't even wearing a spell absorption item and no, spell failure wasn't an issue as I was wearing a frozen tunic.

If this game mechanic is working as intended, then it sucks and needs to be fixed.
