Does Sense Weakness Boost Spell Damage on Helpless Mobs?

Does Sense Weakness boost spell damage on helpless mobs?

Can't seem to determine anywhere whether spell damage is increased by enhancements that boost damage to helpless creatures.

I figure with the belt nerf and DPS arcanes just being completely outstripped at lvl 30 by melees, a sorcerer would go enchant primary and evo second then just advertise themselves as CC. In this situation, I want as much helpless damage as possible on my DB air savant so I need to know whether twisting sense weakness and putting some points into falconry is a viable option.

After all, damage-wise it would cause casters in magister that are enchant focus to do more damage than those in draconic. So much more that it would make up for the belt nerf actually.

Yes all damage types gain up to 25% damage + enhancement amount on helpless targets.
