Has Warlock Dilettante been stealth nerfed?

I was trying out a test build today and the fire damage from Warlock dilli was giving much less than expected. Tried it out on my FvS and yes, seems to be giving pitiful amounts now.

I really hope this is not the case as the boost from Warlock dilli was a decent boost and one of the few reasons for a half elf.
