If U got no problem with Iconic build, I have lots of fun with my 1st lifer Deep Gnome Vistani Robot build. It is self-sufficient, can trap, tanky and got useful buffs for party members. Need a bit of grinding for proper gear (I can solo r4 with it) but if U plan ro run Elite or R1 will be ok with other gears too.
Shes got +8 Supreme Tome and all ED Tomes tho. For 28p build lover Wis and maybe Con to 15.

Vistani arty is the real deal. Although Deep Gnome is not an ideal race IMO. I just played one and I believe that WF (slightly lower INT, but higher CON, more available feats) would be better. The biggest challenge for a 28pt build is the STR requirement for SWF on a 28pt build without tomes.
Also that build is basically terrible DPS and heal until much later in heroics so it’s not a hardcore build really if that is your plan.
If I had to make a 28pt build without tomes (hardcore or not) I would go Barbarian. Good race choices are WF, Dwarf, HORC, Human. Tabaxi is nice as well but would be better served later when you have more build points and AP. CON and STR are the only stats you need. Just do not fall into the trap on a dwarf using CON to damage on a character with no racial AP. Just max STR, rest into CON with all level ups into STR. Take PA, Imp Crit, THF line then whatever else suits you. Invest to FB tree first. Blood Tribute is godly at low levels. Personally I move over to Ravager and invest to tier 5 then move back over to FB or even some racial AP. At epics, I do feel like OC is a better capstone however so it would be worth respec. Ravager tier 5 Is still great in epics. And if you are WF, you may want to consider 11 Racial AP spent for Healers friend and +15 Melee Power. So this leaves you with heroic split 37 Ravager, 11 WF and 32 FB until level 20 on a WF (this is my hardcore build). Then I would consider respec to 41 OC, 4 WF, 35 Ravager. If you can gain some racial APs put them there.
Thats why I went to Deep Gnome iconic. U can skip the low heroics and start at lvl 15 with good selfheal and somewhat good dps.

Define melee for me.
If your definition is that most of the damage is done by swinging a sword you really should consider an EK/PM Wizard. It's like a melee that has all sorts of casting/buffing abilities backing up the melee playstyle. It also has a pulsing heal that runs nonstop during combat and keeps you up while you are putting all the mobs down.
