Current state: When you want to start with borderlands quests, you have to talk to one zillion quest givers.
Idea: Talking to chain bestower automatically bestows all quests.

You'll have the same problem in
- Catacombs
- Ravenloft
- Feywild
- Sharn
- Harbinger of Madness
- Disciples of Rage
- Sorrowdusk Island
just to name a few chains.
You have to talk to everyone, because it is a story chain, albeit a loose one, which you can see by talking to Mr. Köln.
