Does the ES Eldritch Burst reset Momentum Swing?

I ask because the burst abilities share cool-downs with cleaves.

Would make sense is burst were treated as just another cleave but for casters.

Eldritch Burst isn't a cleave as it isn't a weapon attack (unlike Eldritch Strike in EK), it's a spell and suffers from arcane spell failure. I wouldn't expect it to have any effect on Momentum Swing.
