So the "failed to join chat" problem is fairly frequent for me on Ghallanda.
The who list problem I have not encountered.
Confirmed (to some extent).
On Thelanis, I witnessed a player join a group late, and while the pre-existing party members could all read the party /chat, the new player clearly could not. Kept asking questions, and got answers, but then they'd ask again and again. When people started asking "Can you read this?" and the latecomer asked their previous question again - repeatedly - it was pretty clear what was happening.
They never went away for me. On Argo.

I would just like to add +1 to the sentiment of this thread. Topics like this come up OFTEN in groups I'm in.
