Soul Splitter Sets missing armor options

I am likely missing something here, but is there a reason the soul splitter sets are missing armor options that would allow all builds to use them? Profane experiment, for instance, is missing both a docent and heavy armor.

It was a design choice made by the developers to not include all the different armor types. So these would fill out more playstyles that sharn sets didn't fill at the time.

I was coming to the forums to make this exact suggestion, and saw this thread. Profane Experiment has no docent, so it excludes an entire race from using that set.

It's not the only set that has the issue, or that has issues of overlapping stats or stats missing. I honestly wonder why so much time is being spent on creating gear when realistically it makes sense to wear the same set from 5-15, then that set until endgame, based upon what was released with Ravenloft, sharn, and feywild.
