Warlock rubber banding

So me and my friend come back to DDO after like 5 years. I make a Warlock and its more or less unplayable. When i turn on my edlrich blast form and run around casting LITERALLY every auto attack cast the game freezes / stutters hard then takes back off. My friend is a alchemist and appears to be doing it for him as well when im in party .... *** is causing this and how can i fix it... was running thr 64 bit version so went to 32 didnt help... was max gfx 400 + fps and went to lowest gfx ... didnt help... my PC is not a slouch by any means .... in game latency stays 70ms average with 0 packet loss.... any help???? thanks
