So I finally managed to upgrade the Echo of Whelm but the improved shockwave doesn't seem to work as advertised, it feels worse than the previous one. I'm not seeing any sonic damage for example. After a long time collecting shards I feel a bit disappointed. Is there something buggy with it or is it just that bad?

Overwhelming Shockwave like other damage effects are anemic at level cap.
