Enduring Beast Bugged Please Fix Oh Mighty Devs

Earlier today I made a vet 2 druid to try some stuff for my next build idea. raged in bear mode and noticed my str didn't add up. After raging each time i took an ability I found it to be enduring beast that's bugged. The tier 1 will grant only the extra rage use and the tier 2 will grant the tier 1 bonuses as well as the second rage. Thought I'd post here to make sure it's on the radar and see if it's just something dumb like I need to relog for it to work

This is still bugged No healing amp or additional strength with Rank 1.

...and Rank 2 requires lvl 4 druid (as opposed to Rank 1's lvl 3), so you can't even get the second rank of Enduring Beast to "fix it" if your build doesn't have the fourth level in druid.
