LGS collars? What's the latest word? Bug fixes incoming?

So is a Legendary Green Steel Collar supposed to work? Is it being broken a known bug? I had read some years-old posts that it was broken, but others that it was working

I foolishly burned through large quantities of materials crafting my Wolf companion a Dust (N/E/Ne) collar with Str and Con on it. I see the Str & Con bonuses on it when the collar is in my inventory, but when I equip it on my wolf, the description changes to say the augment slots are empty, and my wolf's stats do not go up.

What is the expected behavior? If I put in a ticket, can I get a refund on my LGS crafting materials?

Since it uses the same interface as the broken-for-pets LGS, I guess I shouldn't be surprised that the new augment system is also broken for pets? My pet lost 8 Str and 20 HP because "new" augment system does nothing.
