Shifter - no passive wisdom bonus

I made a shifter. I thought I was supposed to get a +1 to my wisdom but I didn't. Has anyone else noticed this?

But isn't that an activated ability maybe? Toggle?

It says +1 passive. When you "shift" you get a +4 bonus.
