what happens to your ''old died'' toons in the next season ?

If you have a toon that died in the last season, what happens in the next season ? is it available to play or it will be still dead ?

They no longer exist.

Once a season ends, you have a short window to transfer your characters to a softcore server (for free). Once that window closes, the servers are wiped clean. Everything left there is permanently deleted. untransfered characters, shared banks, guild ships/guilds, everything. The next season is a brand new fresh start, a clean slate for all.
