Confusion about Pale Shroud

So, I logged in with a character that I haven't played in a LONG time. He had a ton of Enhancement Points available, so I started plugging them into Pale Master.
I chose Zombie form with Pale Shroud under the impression that you could choose other options as you spent more points.
But, that doesn't seem to be how it's working.
All other Core options just give me little perks to my Zombie form.
How does one get the OTHER forms?

Since the PM revamp, you choose a 2nd form in t4. But it's no longer a form per core like it used to be.
