Despite completing all quest in The Druid's Deep chain at Epic Hard completions. However NPC Anazar still only rewards heroic named items rather than the Epic Hard versions (on Argonnessen server bug ticket #137290).

Yes, this is how it works and has worked for ~8 years. This chain always awards ML15 versions of the named loot.

In another thread Lynnabel indicated that chain rewards have no clue as to the difficulty you did the quests on.
I would think, given that, they would implement more like Wheloon (where there are two separate chain givers) or TBC (where there are two completely separate chain/quest givers)
