What if the speaker doesn’t intend to be offensive, but the listener is still offended?
What if the speaker claims they were just greeting someone, when in reality they’re an “edgy 4chan kid” just trying to pi$$ people off?
All I need to do to circumvent this “rule” is simply say what I want, and claim I meant no offence.

There is nothing in you’re reply that’s defensible, which wouldn’t require case-by-case intervention and judgement from a third party.

Because I know who was moderating at the time (a decade ago), and because I know I got under their skin concerning lawyerism-like discussions for the Reincarnation and Spirit of Gygax Thread, and so did a bunch of others for cheeky things at that time, and because Hi Welcome became such a remarkable thing, it needed to be shelved (but, not my song).
I would, in my opinion, thank Cordovan for the leniency in interpretation so not everyone gets banned or receives nfractions for saying two mostly harmless words a decade later.
It's pretty obvious when it happens multiple times from the same user. So I think you can literally be an ace once and probably not receive infractions or warnings. I'm not saying you should.
But if you do it again and again, don't be surprised when he/anyone moderating doesn't care what your reason is for interpretation purposes.
Seriously, just use your words appropriately and you can't get tripped up here.

This just seems like one of those things where if you have to ask whether what you're doing is wrong (ie using Hi Welcome to sleight someone), it's probably best to apply the Golden Rule and not.
So like, again, yeah it's interpretation, which is great compared to a blanket statement that we had in 2010/11 that got me bbbbbb BANNED for saying 2 Words to the Green Cube, but in general it's probably pretty obvious to the user and to the moderator whether you're using it to incite someone's emotions with anger or a feeling of being disrespected.
I maintain the Green Cube didn't have feelings as it was a mascot and idol, but a certain mod from the past begged to differ.
It's fine too, I needed to focus on other things and did my major contributions in 2007-2009. By 2010 I wasn't offering many gems for Turbine to sell or the community to read.
I do miss promoting DDO for the March Madness Matchups on Alcoholics Anonymous boards, but you know, repetition isn't innovative.
Then you don’t understand the point. First, if those in question (trolls) were cognizant enough to be self-aware and exercise the Golden Rule, we wouldn’t be having this conversation. Second, with Cord’s logic, all the offender needs to do is claim they meant no offence, and they’re innocent. And—true story—trolls do know how to lie. It’s precisely the same problem as his “no advertising Twitch” “rule.” Also, your multiple infractions scenario isn’t part of Cord’s articulation, so it’s irrelevant to this discussion.

I think you're overlooking the ease of distilling this and it's only making it a problem for yourself.
Yes, trolls are indeed the deceit of the web. Yes, they will lie. Yes, they will feign innocence and victim of circumstance. Yes, they will even claim fake outrage and white knight, nay, crusade for justice and retribution if it serves them in their pursuit of a targeted victim.
And in the use of two words, Hi and Welcome, together, it's ridiculously obvious. I do understand. And if you can't filter the issue at hand with your own wisdom, then you may find yourself at the justice of a moderator's judgment without a defense. I'd say if you're a repeat offender it becomes clear.
The Golden Rule is so YOU (a non-troll, presumably) do not become accidentally banned or receive infractions. Let the trolls do as they will. They will sort themselves out through moderation. But you, an upstanding member of the DDO Forums, won't have any problems. It's smooth sailing for you - look at that beautiful sunset and think of the best Mai Tai on the shores of Korthos in your hand and smile to yourself, thinking "Hey, Welcome."
