Opportunity:

Several weapons have procs set to a static value that perform well in low content and poorly in higher content.

Example: 100 DC freeze will work OK in Ravenloft mid-reaper and basically not work in Sharn.


Severity:

Small for those who play on lesser settings. Large for those who play on high settings. Also consider the case of raid items requiring experienced players (who tend to play on higher settings) need to be incentivized to run the (generally raids) to pull these items.

If no big kids help farm the items, little sister doesn't get them either.


Solution:

Make the DC based on some sort of relevant stat of the player.

Using your to-hit and damage stat could work for melee.

Pick a school or even generic DC for for caster-y effects.

Reaper points, Destiny advancement, past lives...all kinds of things could be used and/or help the DC.

Allowing weapons to "grow" would introduce some interesting gearing options.


Possible Drawbacks:

A best-in-slot effect could make future weapon design problematic and require either sunsetting the old item or just acknowledging that it's the best and make other interesting and situational weapons of the same type.
