Opportunity
Itemization of raid vs non-raid set items in recent content leaves something to be desired. They are basically separate items that require a significant deal of "gear tetris" to regain lost abilities.
Case(s) in point:
The Part of the Family neck upgrade loses True Seeing and Relentless Fury, two excellent and challenging-to-otherwise-slot buffs.
Hruit's gloves loses Devotion
Wallwatch loses Tendon Slice
While the "upgrades" do offer different stats, the losses seem a bit much for the effort required to attain what should be a better version.
Solution
1) Make the raid versions of set items an alternate slot
2) Only add new/upgraded stats to raid versions
3) Allow all set items to be upgraded in a meaningful way via specific raid runes
