If the troubleshooting keeps DDO down for a prolonged period of time, I wonder if they'll extend the "all quests are open" event an extra day or two.

A little premature to be talking about that. I think everyone would prefer that they find/fix the current bug quickly.
That said, if it can't be fixed quickly, then I am sure they will make a generous compensation for everyone, as has been done in the past. (I remember at least two occasions (one Turbine, and one SSG), and I was pleased with what they did to make it up to us).

*IF* you are correct, then the event itself is not technically the cause, but the extra people on the servers causing it. Fixing lag issues caused by high usage is important, regardless of the cause. So, I would prefer they either extend the event or create another one that generates a lot of usage, long enough to identify and fix all the lag issues.

It isn’t rocket science. Coronavirus lockdown increases the number of people at home playing computer games. This increases server load and hence lag. The free quests event encourages people to play DDO rather than some other game. This further increases server load.
Obviously it isn’t the only cause of lag, but it undeniably causes extra lag.
What would be really funny if they can bring back lost items but all in your inventory...

Or maybe just working from the observation that as the day goes on,UK time early am into late am and early pm into late pm the more and more log on to the point that by 8-9pm raiding in a aprty of 12 will pretty much guarantee plenty of lag, becuase for example Khyber has gonr from havng less than 100 toons logged to over 400 during that 8 hour period, this being 1 server and there are 7-8 other servers likely seeing the same surge in numbers, numbers that clearly the tech is struggling to deal with until the next morning when numbers are back down to 100 ish and without a reboot or patch the lag has pretty much gone away for a bit only to return.
